A building completion date is only one milestone. Define when utilities, common areas, testing records and individual units must be ready. Programme reviews should distinguish construction progress from the evidence needed to release areas for occupation.

Turn change into a controlled decision
For a revised shopfront, office layout or equipment requirement, record the design implications alongside the procurement and cost effect. Agree who can approve the change and which drawings form the current construction baseline.
