Define which accommodation, amenities and service areas must operate at opening. Separate these requirements from later phases, and include testing, operator training and defect closure in the programme. A seasonal target should be supported by realistic procurement and commissioning durations.

Ask the design team to document the site’s exposure conditions and the basis for material and equipment selection. Coordinate access for maintenance, drainage details and envelope interfaces. Project-specific investigations and specialist input should inform decisions rather than generic coastal assumptions.

Review how utility networks, service routes and later construction connect to occupied areas. A phased logistics plan should protect access and identify temporary arrangements, with clear responsibilities for their removal or conversion to permanent works.
